MBONA HATUTUMII RASLIMALI ZETU?
Siye wananchi kwa makundi yetu twaweza, wala hatuhitaji $$$ kuendesha maisha yetu.Tunapozongwa na matatizo mengi twatafuta njia mbadala ya kutatua matatizo yetu na twaiweka kando serikali kuu, twazipiga kisogo serikali za mitaa, na kujihimu wenyewe.
Sasa hii ina maana gani? wakati dola inapokosa kuwajibika kwa wapiga kura wake, kinachotokea ni kwamba wapiga kura nao hawaoni umuhimu wa kuwajibika kwa dola. Wengi hatulipi kodi, na wala hatuoni umuhimu wa kufanya hivyo. Lakini kodi tunayolipa ni kwa njia tofauti na labda hatuoni kuwa ni kodi halali. Tunapotoa michango ya harusi hiyo ni kodi ya aina yake kwani tunategemea huyo tunayemchangia naye atusaidie wakati wa shida; tunapotembelea wagonjwa hospitali tunawekeza kwa ajili ya matatizo ya usoni; tunapohudhuria misiba hatupotezi muda ila ni amana tunayorudishiwa pale na siye majanga yatakapotugusa. Waingereza wanasema, 'scratch my back and I will scratch yours'.
Wala hatuhitaji kwenda nchi za magharibi kuomba misaada!!!!! Baba wa Taifa aliwahi kusema hivi, ' Ili tuendelee twahitaji watu, ardhi, siasa safi na uongozi bora. Watu tunao wengi tu na kwa kweli uwiano wa wanaozaliwa huku juu kuliko wanaokufa; ardhi tunayakutosha, ila kinachokosekana ni siasa safi na uongozi bora wa kutumia vizuri raslimali watu na ardhi nchi iliyojawaliwa na Mwenyezi Mungu. Majuzi tulishuhudia janga la mafuriko kule kilosa, Morogoro. Nguvu tulizonazo kama watanzania zilijidhihirisha pale ambapo Radio binafsi na Kampuni ya simu vilivyoendesha kwa ufanisi mkubwa zoezi la kuchangisha pesa zilizowasaidia waanga wa yale mafuriko. Hii yaonyesha nguvu za ndani ya nchi zinavyoweza kufanya maajabu.
Serikali hamuoni nguvu za wananchi????????

MIGONGANO YA USTAARABU NAMBA 2
Ilikuwa kama mchezo wa kuigiza katika nyumba hiyo baada ya mtoto wa mwenye nyumba hiyo aliyejitambulisha kwa jina la Miriam Naftal kumkuta msichana huyo akiwa amechuchumaa ndani ya ungo uliosheheni ndumba kibao pamoja na nguo za ndani za mtoto mkubwa wa kike wa familia hiyo.Miriam baada ya kuingia katika chumba hicho ghafla alianza kupiga mayowe kumshtua msichana huyo ambapo familia nzima iliyokuwamo ndani ya nyumba hiyo iliingia chumbani huko ili kujionea kinachoendelea.
Baada ya kufika umati wa watu walimshuhudia hausigeli huyo akiwa ameshikwa na butwaa na walipomhoji alidai kuwa amechukua nguo za ndani za msichana wa mwenye nyumba huyo, Bhoke Naftal, ili azipeleke kwa bibi yake anataka kumuua kwa kumuweka msukule.Kutokana na kauli hiyo mwenye nyumba hiyo ambao ni Wasabato walianza maombi ndipo hausigeli huyo aliyefikia nyumba hiyo Desemba 24, 2009, alipoanza kujieleza mambo mbalimbali anayoifanyia familia hiyo kwa kushirikiana na bibi yake anayeishi kijiji cha Kitete mtaa wa Yangeyange Morogoro.
Hausigeli huyo alidai kuwa tangu afike katika nyumba hiyo bibi yake amekuwa akija usiku na hutembelea vyumba vyote vya nyumba hiyo na kuichezea familia nzima.Amesema kazi hiyo aliinza tangu akiwa na umri wa miaka minne ambapo mafunzo hayo aliyapata kwa bibi yake ambapo tangu aanze amefanikiwa kumuua mtoto mdogo wa miaka miwili wa tajiri yake mmoja anayeishi Morogoro ambaye hadi sasa wamemuweka msukule.Ameongeza kuwa alimuua mtoto huyo aliyekuwa na umri wa miezi mitatu ndani ya nyumba hiyo.
Baada ya kukiri kufanya kitendo hicho, wanafamilia ya mtoto huyo walimpiga na kumtimua kazi bila ya kumpa hata senti tano.Akizungumza na gazeti hili, hausigeli huyo amesema mara baada ya kufika katika nyumba hiyo bibi yake alikuja usiku na kumuomba damu ya Miriam Naftari (25), mtoto wa mwenye nyumba hiyo ambaye alikwenda kumchukua Morogoro bila kumuaga.Amesema kuwa usiku huo alijitahidi kumnyonya damu dada huyo aliyekwenda kumchukua lakini jitihada zilikwama kwa kuwa dada huyo alikuwa ameokoka.Kutokana na hali hiyo, bibi akaamua achukue nguo za dada mkubwa wa familia ya Mzee Naftal ili wamtoe kafara ambapo ilitakiwa afe jana ndipo aliamua kuchukua nguo ili amkabidhi bibi yake huyo.Msichana huyo amedai kuwa akiwa kwenye maandalizi hayo ndipo Miriam alipogundua kisha kupiga kelele kabla ya yeye kutimiza azima yake.
Kwa hiyo familia iliamua kuchukua uamuzi wa kumfikisha kituo cha Polisi Stakishari kwa ajili ya hatua zaidi ambapo kulifunguliwa kesi namba STK/RB/ 2520/2010 iliyoripotiwa jana.Akizungumza na gazeti hili, baba wa familia hiyo, Mzee Naftal, amesema anamshukuru Mungu kwa kuwa familia hiyo ni ya watu wenye kumcha Mungu kwani tangu hausigeli huyo afike katika nyumba hiyo kulikuwa na mabadiliko ndani ya nyumba hiyo ikiwa ni pamoja na homa za watoto zisizokwisha.Amesema kuwa wakati mwingine walikuwa wakilazimika kukesha kwa ajili ya maombi kutokana na kuchoka na vituko vinavyotokea mara kwa mara usiku. “Kwa kweli ilikuwa ni hali ya kutisha kwani kila baada ya siku mbili mtoto anaumwa mara huyu kesho huyu lakini hatukuacha maombi ambayo ndiyo yametoa majibu,” amesema.Habari hii itaendelea kesho ambapo tutawaelezea zaidi kuhusiana na namna ambavyo hausigeli huyo alikuwa akiifanyia familia hiyo na pia jinsi alivyokuwa akitumia ndumba na utaalam wake wa kurusha ndege hewani usiku.

MIGONGANO YA USTAARABU
jana kwa majibu ya radio clouds ( dar es salaam fm station) ni kwamba pale katika daraja maarufu la salender kumeonekana mambo ya ajabu. Mtoa taarifa ameshindwa kusema tukio hili lilitokea lini jambo ambalo linazidi kutuchanganya wanajamii. Eti mwanamke mmoja alikuwa kwenye gari akisubiria foleni kwenye mataa. Akatokea ombaomba akiomba msaada. Mwanamama huyo akashusha kioo na kutoa msaada wa pesa. Alaaaaah! ghafla mkono wake ukaanza kutoa manyoya ya paka na huku ukawa unavimba. Mwanamke huyo akamuuliza yule ombaomba nimekukosea nini? mbona mkono wangu unabadilika? Yule ombaomba hakujibu. Kwa kuwa traffic warden alisharuhusu magari na yule mama akawa anachelewesha foleni alichokifanya yule warden ni kumfuata yule mama na kumuuliza kulikoni?? mbona haundeshi gari? Yule mama akamuonyesha mkono ulivyovimba na kumueleza umeanza kuvimba na kubadilika alipotoa msaaada wa pesa. Traffic warden akamuuliza ombaomba imekuwaje??? Ombaomba akasema mkono utapona pale ambapo mwanamke yule atambusu. Toba!!! mwanamke akatoka ndani ya gari na kumbusu yule ombaomba. Alipombusu tu, wote wakayeyuka!!!!!!!!!!! salala.
Tena, siku tatu zilizopita, Radio Clouds ikatupa nyingine kali; katika kipindi chake cha jioni maarufu kama JAHAZI, kikiendeshwa na watangazaji wawili mahiri, Gadner Jihabeshi na Efrahim Kibonde wakisoma magazeti ya jioni walisoma habari moja kutoka gazeti la Dar Leo nalo likitoa mauzauza. Eti, mfanyakazi wa ndani ( Maid) alikutwa na mwajiri wake usiku wa manane akiwa uchi wa mnyama chumbani kwake huku amekalia ndoo na kuongea lugha hisiolewekwa. ( Alikuwa anawanga).Mwajiri ikabidi aiamshe familia nzima na walipomdadisi akakiri kuwa bibi yake huwa anatembelea familia hiyo usiku akitokea Tanga na huwa anatumia ungo na kuja kuwachezea familia nzima( Haikuelezwa anawachezea kivipi!!!). Mdada huyo vile vile akakiri kuwa alishawahi kuua mtoto mmoja huko alipokuwa anafanya kazi kabla hajaja kwenye familia hiyo. Zaidi Baba mwenye nyumba alikiri kuwa huwa anajisikia uchovu kila aamkapo asubuhi. jamani jamii ya kitanzania inakwenda wapi??
Siyo zamani sana takribani miaka 100 iliyopita, waafrika tulivamiwa na wazungu ( hasa wamissionari) ambao kwa sababu walizozijua wao wakauita ustaarabu ( culture) wetu kuwa ni wa kishenzi na kishetani. Tulilazimishwa kuachana na ustaarabu wetu na kukumbatia ustaarabu wa kizungu. Dini ya kigeni ( kikristu na kiislamu), muundo wa kiuchumi, lugha ya kigeni ( ingawa watanzania tunapigana sana kukienzi kiswahili) nk nk. Miaka 100 baadaye bado mababu wanalia huko waliko. Bado hizo ambazo siye wa kileo tunaziita nguvu za giza zinaonyesha na kupiga kelele ya ukunga ' NA SIYE TUPO'.

Cha ajabu serikali yetu ya Tanzania yadai kwamba haiamini uchawi!!! ingawa wananchi wake na hata viongozi wake wanashabikia uchawi na ushirikina. Kwanini wanashabikia?? jibu ni kwamba uchawi na ushirikina ni sehemu ya mapokeo yetu, ni ustaarabu wetu. Hatuwezi kuachana nao. Tulishuhuudia mwaka jana ambapo watunga sheria wetu tena ndani ya BUNGE letu tukufu walipowekeana upupu( powder ambazo mkemia mkuu alishindwa kutambua ni nini) kwenye viti!!!!!!!!! mmhhhh
Kama serikali inakaa kimya na kutofuatilia kwa karibu ustaarabu wa wananchi wake, sehemu nyingine yenye nguvu sana na yenye ushawishi mkubwa kwa jamii haikai kimya. HII NI DINI. Miezi kadhaa iliyopita maaskofu wa kikatoliki walikutana Vatican na katika 'resolution' yao waliamua kwamba kila askofu achague padre atakayekuwa 'mtaalam' wa kushughulikia uchawi na ushirikina. Wakotoliki wanajua wazi kwamba ili waweze kuwa 'on top of the game' ni lazima wawashughulikie wachawi kwani wenzao walokole wanatoa mapepo; karama ambayo inawapatia waumini wengi.
Ajabu ni kwamba viongozi wetu mmoja mmoja wanatabia ya kwenda kuaguliwa lakini hawako tayari kuuweka uchawi na ushirikina katika sera na mipango ya kitaifa. Viongozi wetu wanataka kuunda sera na mipango yenye 'support' na pesa ya misaada kutoka kwa wafadhiri tabia ambao inaonyesha ni ubinafsi uliotukuka na ukosefu wa ubunifu.

MFUMO UMEMUUA SWETU FUNDIKIRA
Vifo kama hivi vimekuwa ni kawaida sana ingawa misiba mingine inakuwa siyo rahisi kumngamua muuaji kutokana na mazoea ya mfumo wetu tuliozoea. Kwa waafrika 'kifo' ni suala nyeti sana ( sacred) na jamii yetu haitoi nafasi ya kuzungumzia chanzo cha kifo. Kwa kuwa kifo ni majariwa ya mwenyezi Mungu na wala hatuna upeo wa kuzungumzia ni nini chanzo cha kifo fulani, basi tunakaribisha vifo vingine kirahisi sana. Hata kama tutatoa lawama kwa wale wanajeshi, je tunajua umakini wa wahudumu na waganga wa pale Muhimbili katika zile harakati za kuyaokoa maisha ya marehemu? Je, Marehemu Swetu alitolewa pale eneo la tukio na usafiri wa aina gani? Sijafuatialia hili lakini nina wasiwasi kama gari lililokamilika la wagonjwa ( fully equipped ambulance) lilitumika katika kumsafirisha kuelekea Muhimbili. Tuwarudie wale maaskari; Nikisema kwamba hawakuwa na 'reference point' ya adhabu nyingine kali iliyotolewa na wauaji/ watesaji kama wao nitakuwa nimekosea?
Siku tatu kabla ya kifo cha Swetu, rafiki yangu alipata ajali ya pikipiki ambapo alilivaa 'truck' barabara ya morogoro majira ya saa mbili za jioni. Rafiki yangu hakuwa na 'helmet' na inasadikika kuwa alikuwa amekunywa pombe. Barabara ya moro kipande kile haina taa za barabarani, na wala lile lori halikuwa limewasha taa. Haya ndiyo mazingira yaliyomuua rafiki yangu, ni mfumo mzima na wala siyo majariwa ya mwenyezi Mungu. Nilipohudhuria msiba wa rafiki yangu, hakuna hata mtu mmoja kati ya watu waliopewa nafasi ya kutoa hotuba pale mazikoni aliyewaasa watu hasa vijana kutoendesha vyombo vya moto wakiwa wamelewa. Pale msibani walikuwepo viongozi wa serikali za mitaa, lakini tulishindwa kuwaambia kuhusu umuhimu wa taa za barabarani. Waingereza wanasema, 'we should take the bull by its horns'.
Mwezi huu nilizika mke wa rafiki yangu ya mpenzi, kilichomuua? operesheni ya uzazi!!!!, cha kushangaza pamoja na majonzi makubwa tuliokuwa nayo, hatukuwa na muda wa kufuatilia kwa kina 'ni nini hasa kilichojiri kwenye chumba cha upasuaji'. Kufanya hivi siyo kumtafuta mchawi ila ni katika jitihada ya kujua chanzo kamili ili kuzuia misiba mingine ya ndugu zetu wapendwa.
Lakini kwa waafrika, hata ninapoandika hili naogopa kuonekana nakufuru kwani 'kifo' hakizungumziwi; KAZI YA MUNGU HAINA MAKOSA. We should call a spade a spade. Nakumbuka Nelson Mandela alipokuwa anamzika mtoto wake alisema wazi wazi, kuwa mwanae amekufa kwa ukimwi. Ila huku kwetu marehemu hasemwi vibaya.

KUPANDA CHEO
wengi tunapenda vyeo.Ndio hulka ya binadamu. Kuna kuridhika fulani kunakotokana na kuwa na cheo kikubwa.Wakati mwingine haijalishi hata kama cheo alichonacho mtu hakiendani na kipato anachopata.Anachojali yeye ni kwamba yeye ndio Rais,Mkurugenzi Mkuu,Mkuu wa Mkoa,Mwenyekiti,Meneja nk. Kila mahali pana vyeo…hata jela kuna mfungwa mkuu nk.
Kwa wengi,cheo humaanisha kuongezeka kwa kipato.Cheo humaanisha mazingira mazuri zaidi ya kazi.Kama alikuwa kwenye kajiofisi kadogo basi anajua akipata cheo ina maanisha kuwa na ofisi kubwa na pengine hata kitanda cha kupumzika akichoka achilia mbali kuwa na luninga ofisini na mambo mengine kede.
Sasa ufanyeje ili upandishwe cheo.Leo tutaangalia mambo 7 ambayo mtu anaweza kufanya ili kupandishwa cheo.Lakini kabla sijaenda mbali sana,naomba nikutahadharishe kwamba mbinu ninazokupa zisiwe ndio muongozo wako.Lazima ujivike uhalisia(naturality) kwanza. Mbinu hizi ni kukusaidia tu.Ukizifuata kwa kanuni mpaka ukajisahau kwamba wewe ni nani na unatoka wapi,utatumbukia shimoni.
Fanya Kazi Yako Vizuri: Najua kwa wengi hili linaonekana kuwa wazi.Kama hufanyi kazi vizuri basi huwezi kupandishwa cheo.Au sio? Jibu ni kwamba ingawa huo ndio ukweli wapo watu wengi ambao hawafanyi kazi “vizuri” na badala yake wanafanya tu kazi ili mradi siku iishe aondoke zake akasubiri mwisho wa mwezi apate mshahara.
Kwa bahati mbaya,waajiri na watu walio na mamlaka ya kukupandisha cheo huwa wanaona hili kwa urahisi sana.Ipende kazi yako,ipende kampuni unayofanyia kazi. Weka uadilifu na maarifa ya ziada katika kazi zako.Cheo kitakuja.
Onekana: Kisichopo machoni ni vigumu kuwepo moyoni pia.Huo ni msemo mzuri na unaoweza kukumbusha umuhimu wa kuonekana.Unapokuwa kazini hakikisha kwamba watu(hususani wakuu wako wa kazi) wanakuona na wanaona kazi unayoifanya.
Usidanganywe na mtu anayekuambia kwamba ukionekana onekana unakuwa kama unajipendekeza.Hapana.Kama wewe ni mtu wa kujifichaficha,inaonyesha wazi kwamba hujiamini na hivyo hata ukipandishwa cheo kuna ulakini kama utayaweza madaraka yako mapya.Kwa maneno mengine,ondoa soni.Onekana.
Jitolee: Upo mtazamo fulani kwamba kila unachokifanya kazini(hususani cha ziada au nje ya mkataba wa kazi yako) basi ni lazima kiambatane na ujira fulani.Huo ni mtazamo usiofaa sio tu kwa sababu hautokusaidia kupanda cheo bali hata kwenye maisha ya kawaida nje ya kazi.
Kama kuna mtu anahitajika kwenye idara yako kwenye kutoa maelezo fulani,mahali fulani bila hata malipo ya ziada,kuwa wa kwanza kujitolea kufanya.Mwenzako ana tatizo fulani la kikazi,msaidie.Wakati mwingine usingoje kuulizwa au kuombwa.Kuwa wa kwanza kuomba kusaidia.
Zungumzia Ndoto Zako na Wakuu Wako wa Kazi:Kuna nyakati ambazo ni muhimu kuzungumzia ndoto zako.Kama unataka kupandishwa cheo basi unaweza kabisa kuzungumzia ndoto hizo na wakuu wako wa kazi.Lakini kuwa makini usifanye hivyo kwa vitisho wala majibizano.Kwa weledi kabisa jadili ndoto hizi na wakuu wako.Unaweza kufanya hivyo kwa kuweka swali mezani kwamba nifanyeje ili niweze kupandishwa cheo?
Wakuu wengi wa kazi wanaelewa kuhusu ndoto za namna hii kwani hata wao walishapitia huko.Mara nyingi watakusaidia kutimiza ndoto zako.Ila kuwa makini usiongelee kuhusu kuchukua cheo cha mtu ambaye unamwambia ndoto zako.Anaweza akakuhujumu.
Husiana/Shirikiana Vizuri na Watu: Kushirikiana vizuri na watu kunakwenda sambamba na kuepuka migogoro.Kimsingi kuepuka migogoro ni matokeo ya mahusiano mema miongoni mwa watu(wafanyakazi).
Watu wengi wamepitwa na vyeo sio kwa ukosefu wa ujuzi au ufahamu katika kazi zao bali kwa sababu hawaonekani kuwa na uhusiano mzuri na watu au wafanyakazi wenzao.Kumbuka kwamba ninapozungumzia mahusiano mema kazini simaanishi umaarufu.Unaweza kuwa maarufu kazini kwa sababu labda baba yako ni mtu anayefahamika.Lakini kama hauna mawasiliano mema na watu,huaminiki na wala wenzako hawawezi kukutegemea katika kitu fulani,basi cheo nacho kitakupiga chenga.Epuka kujenga maadui,kuwa tegemezi,jenga mbinu nzuri za kuwasilisha kwa wenzako mawazo yako.
Changia Mawazo: Kila unapopata nafasi,changia mawazo chanya katika vikao au mazungumzo ya kawaida kazini. Jadili kwa uwazi na umakini jinsi ambavyo unadhani mnaweza kufanya ili kuboresha utendaji wenu wa kazi na hivyo kuleta faida zaidi. Wakuu wengi wa kazi(sio wote) hupenda kuona mtu ambaye ana mawazo chanya na ambayo anawaza kwa mapana na marefu. Hiyo sio tu sifa ya uongozi bali pia ishara muhimu kwamba ukipandishwa cheo,itakuwa kwa faida ya kampuni na pia wewe binafsi.
Jiwekee Malengo: Kama ilivyo katika maeneo mengine ya kimaisha,ni muhimu kuwa na mipango na malengo madhubuti. Kama unataka cheo zaidi au malipo zaidi basi usisite kujiwekea malengo.
Unaweza kusema kwamba nitafanya kazi katika kampuni hii kwa miaka mitano ijayo.Ukiona miaka mitano imefika na hakuna hata dalili za mambo kubadilika,kubaliana na matokeo na nenda aidha kutafuta ujuzi zaidi au kubadilisha muajiri.Usijisikie vibaya kushindwa kufikia malengo yako.Kumbuka haijalishi umeshindwa namna gani bali unachokifanya baada ya kushindwa.
Mwisho kumbuka cheo ni dhamana.Unapofikia malengo yako na kupata cheo unachokitaka,kumbuka kutotumia vibaya madaraka uliyopewa.Bila shaka umeshaona jinsi ambavyo watu mbalimbali maarufu duniani wameporomoka kutoka katika ngazi ya vyeo waliyokuwa wameipanda kwa taabu na muda mwingi kutokana na kashfa za matumizi mabaya ya madaraka.

Hakuna umri wa kuoa, ingawa unatakiwa uoe ungali kijana (nguvu) ili kama Mungu atawajalia watoto uwe na wakati mzuri wa kuwajengea msingi wa maisha.
2)Kuoa ni ili kusaidiana kimwili, kimawazo, (kuwa kitu kimoja) na kujenga familia, (kupata watoto) hapo simaanishi kuwa mkioana ni kila mtu anabahatika kupata mtoto au watoto ila ndio tegemeo la wanandoa wengi.
3) Kumuoa nani ni chaguo la mtu mwenyewei.Unamuoa unayempenda au mnayependana ii.mwenye mtavumiliana kwenye shida na raha, *(lako langu, langu lako.)iii. Mtakayeheshimiana (respect matters).
4) Majuto yapo hasa pale utakapogundua kuwa mwenzako mnatofautiana kitabia au hali yoyote ile ambayo inawezafanya mtu akakwazika. i) Kuna mtu unamuoa hujui alikupenda kwa ajili gani pengine kama ni wakati mlikuwa vizuri, akaona umamfaa bila kujua maisha ni kupanda na kushuka leo unacho kesho huna, ninamaana kwamba, kuna wengine hawavumilii shida. NI NCHI YA WATU WADOGO
Siyo Kenya, tu bali sehemu kubwa ya Afrika kusini mwa jangwa la Sahara, hali ni ile ile. Hapa Tanzania tunaitwa wananchi; na hapo ndipo ninapoanza kutia mashaka ya mwenendo wetu waafrika. 'wananchi' inatokana na neno, 'wana' yaani watoto. Na 'mtoto' sharti apewe mahitaji yake na 'Baba' mpaka afike ule umri wa
Kwa bahati mbaya sana, dola za kiafrika kwa manufaa yao binafsi wangependa wataliwa waendelee kuwa wananchi mpaka Yesu atakaporudi. Hii inapelekea uundwaji wa mataifa ya ombaomba na hata ubunifu kidogo alionao mwanadamu unaondolewa kutokana na dhana ya utegemezi unaopaliliwa na viongozi wetu.
Iko wapi Siasa ya ujamaa na kujitegemea? Ingawa wengi watahoji na kujiuliza kwani siasa ya ujamaa na kujitegemea mbona ilidumu kwa miongo takribani mitatu na hatukuendelea? Ninachoweza kujibu ni kwamba aghalabu siasa hiyo iliweka msingi wa kuendelea na ilikuwa ni kazi ya dola kujenga nyumba imara. Abraham Lincoln aliyekuwa Rais wa Marekani aliwahi kuwauliza wamerekani. 'Jiulize utaifanyia nini Marekani, na siyo Marekani itakufanyia nini'. Enzi ya Mwalimu watanzania tulipelekwa katika mwelekeo wa kujitegemea zaidi ya kutegemea. Mtoto wa shule ya msingi bila ya kuwa na tabaka lolote alitegemewa kwenda shule na ufagio wa chelewa kwa wale tuliosoma mjini na kwenda na jembe kwa wale waliosoma vijijini. Shule ya sekondari ilimjenga mwanafunzi kuwajibika mashambani na hata pale alipomaliza kidato cha sita tulitegemewa kujiunga na jeshi la kujenga Taifa. Hii yote ilikuwa ni katika hali ya kujenga misingi ya kujiamini na kuamsha chachu za kukomaa, ubunifu na kudumisha mapenzi kwa nchi. Mtanzania alijengwa na kuandaliwa kuwa mkulima au mfanyakazi na siyo ombaomba.

Hainiingii akilini pale ambapo mtu ananijia na mali mathalani nguo inayochuuzwa na ndugu yake na kuniomba ninunue eti ili nimuunge mkono huyo ndugu yake. Wenyewe tunasema 'muungishe' ndugu yangu. Sasa najiuliza, je nanunua shati kwa sababu ninalihitaji ( need) au kwa sababu ili nikusaidie kuyamudu maisha ya mjini? Hainingii akilini pale ninapoegesha gari langu likiwa safi kabisa na anatoka kijana akiwa na ndoo ya maji akiomba alioshe gari na mwisho wake nimpatie pesa. Ninamwambia kuwa liache hili gari langu ni safi, huyo kijana mwenye nguvu zake za kuendeleza sera ya kilimo kwanza mashambani ananijibu, basi naomba nilioshe unisaidie maji ya kunywa, yaani pesa kidogo. Sasa kijana huyu anauza huduma yake ya kuosha gari au anaomba msaada wa pesa? Heshima ya mtanzania inashuka sana pale mfanyakazi mwenzako ambaye kwa bahati mbaya sana ana mshahara mdogo kukupita wewe anapokuomba, 'Bosi nifanyie 500/= sijala ndugu yako'. Nani atakataa nikisema kuwa nitakapompatia hiyo 500/= ninamdumaza na kudumuza 'utoto wake, i.e mwananchi. Na miye ninayetoa hiyo pesa ninakuwa 'mwenyenchi'.

African professionalism, mostly an illusion phenomena
A truly professional person think outside the box when delivering goods and services.He/she is a servant not a master. If this person is a teacher, his sole goal is to ensure that students passes exams, if this person is a driver, his ultimate goal is to ensure that passengers reaches their destination safely and comfortably. Likewise politicians too are professionals at their own right. We expect them to lead the way and not cheat the electorates.
In most of African countries ( well africa south of sahara), modern professionalism is alien; only recently imported from western world. A century ago, in Africa, teachers existed but not in a formal way but informal circumustances. By then teachers were referred to as appretinces delivering practical lessons to ever eager students that molded them to value driven adults.
Africa had its own indegenious leaders who were greatly envied by sons and daughters. Naturally these leaders were professional in totality, serving their subjects honestly, diligently and immaculately. Leaders delivered social decisions by consensus not by dictation. Even 'judges' were highly respected and not giving verdict while bending on materialistic considerations. Oh, yes, our ancestors had medicine men who were not delivering their service depending on monetary terms, but purely as a social responsibility.
The emergence of money economy has distorted the all meaning of professionalism. Now especially in Africa, cash determines ones access to basic good and services. A patient can not receive basic medical care without money, rule of law can not be applied without money, at worse even church leaders bend their sacred rules in favourwealthy sons of God. It seems every one is chasing money thus erasing professionalism. A 'daladala' driver as he speeds to take a next passenger passes a red light only to bribe a policeman on the next stop; a nurse ignores a patient with no cash, and a policeman poses on our roads waiting for cash from drivers who may commit shoddy traffic offence. Ironically in Dar Police officers are called 'wazee wa fedha' and no one finds this as an insult to a noble profession.

HOW TO AVERT NEGATIVE CONFLICT AT THE OFFICE
Prevent conflict from happening
1) ‘’You can predict straight away what conflict areas are going to be, ‘’ Peter Samuel, an Industrial relations specialist at Nottingham University Business School, says. Budget squeezes and redundancies are a dangerous breeding ground for employee discontent. Communicating clearly; setting an open door policy, being consistent and developing teams’ interpersonal skills can help to prevent conflict from arising.
Acknowledge it
2) Ben Willmott, a senior public policy advisor at Chartered Institute of Personnel and Development, says that most managers are not prepared for conflict: There are usually clear signs from individual behaviour. Managers need to be ready to intervene.’’
Dr Samuel says that passive forms of conflict such as ABSENTEEISM OR LATENESS often point a deeper, hidden problem. ‘’Even joking can be a form of conflict.’’
Tackle issues early on
3) ‘’It is important to address issues as early as possible, whether you are the employer or employee, ‘’Jane Bird, of Acas, the conciliation service, says; ‘’Internal workplace conflict is kept very much underground- everyone knows it is going on, but organizationally is not talked about.’’
CIPD research found that resolving a grievance case takes an average of nine days, disciplinary case 13 and preparing for an employment tribunal 15 days.
Take the emotion out

Move away from ‘win-lose’
7) ‘’People think of conflict as ‘’WIN LOSE’’, but there are many different outcomes- a compromise or a solution that meets everyone’s need.’’ Gareth English of OPP, a business psychology firm, says.
Avoid referring to entrenched positions. When you start sharing information, you often find that they are closer than they think.’’
Involve people in the solution
8) ‘’Managers do not have a monopoly on good ideas. People can often be encouraged to be quite creative in coming up with a solution and are more likely to ‘own’ it’’ Ms Bird says.
Mr. Willmott advises managers to take mediation training to develop their skills at brokering a deal.

We got independence 48 years ago. Poverty is increasing day by day, and the value of the shilling is going down and down.
Shilling exchange rate now stands at 1324/- against one US Dollar; when we got independence, a dollar exchange was Shs 7/- for 1$; now is this progressing or backwardness?
On 9th December, 1961, we're so hopeful and 10th December 2009, we are less hopeful, on 11th December 2010, we may completely lose hope if H.E Kikwete does not put agriculture first.
I am now a grand father but my grand father used to export cereals and cashewnuts to India in thousands of tonnes per year.
Our export were thousands of tonnes approximately 300,000 tonnes of cashewnuts and cereals ( ufuta, groundnuts, peagon peas and dengu) per year in 1960's in Southern Regions only, leave aside cotton, coffee, tea, tobacco, and maize, in other regions like Mwanza and Kilimanjaro.
I am very happy that H.E President has come up with the policy of Kilimo Kwanza.
mwalimu was very keen on agriculture and therefore he tried Ujamaa villages although his best policies were spoiled by pseudo implemontors. Now H.E Kikwete, the president of the United Republic of Tanzania is number ONE in agriculture and even Hon. Pinda and Hon. Wassira.
I will salute them if they put agriculture first priority.

DO THEY KNOW ITS TANZANIAN INDEPENDENCE DAY?
Statistically the life expectancy of a child born in the year of Uhuru was 41 years, so the majority of the uhuru children are now dead. I've talked to a large group of Tanzanians who are all more than 50 years old and several are over 80. But, statistically, these people are not representative, for the average first-generation Tanzanian is dead.
The leaders of the uhuru generation are mostly gone. A second generation has taken over and a third generation is waiting on the sidelines. Tanzania is a second- generation nation but some of the first generation Tanzanians are still alive.
So, second-generation is on the driving seat, the likes of Hon. Laurent Masha ( Home Affair Minister), was born in 1969 and Emmanuel Nchimbi ( Deputy, Defence Minister), was born 1974. How are these leaders view foreigners?
On my opinion they see 'wazungu' not as exploiters but partners/friends, to put it in a more fashionable term, 'development partners'.
When these second-generation leaders with their fashionable suits convene at top most hotel, e.g Movenpick, are they really reprensenting Tanzanians? Are these leaders really know or have any idea that their grandfathers ( Mwalimu Nyerere and others) fought for independence?
There are more questions than answers.

Its a mall with western flavour, this is where elite shop, dine, go to a movie, conduct financial transactions ( a number of banks are housed in this mall), etc etc etc
For us, 'walalahoi' this is a place to wonder about, spending considerable time moving around without spending a penny.
Mlimani City, its a wonder of Dar Es Salaam, partly owned by South africans, the mall has changed the way we shop to a greater length. Gone are days when dar es salaamites had no alternatives; the ujamaa days when sembe was bought by 'duka la kaya'. These days it is the thickness of the wallet that counts.
But I'm not impressed by 100% with this 'modern' way of shopping. The Mall is located on the area that was at one time reserved for University of Dar Es Salaam. Ironically, the University students are squatting and commute from distant location due to the absence of hostel accomodation. Students are residing as far as Mabibo and we should not expect academic excellence from our sisters and brothers.

A while later Tony arrives home and his wife says, ‘you know, your weird friend Chris came over’.

IS OUR LIFESTYLE SUSTAINABLE?
Mark Boyle, 30, has lived for the past 12 months as a true 'free-economist' leading a self-sufficient lifestyle in a caravan in Timsbury, near Bath, England glowing his own food and reusing junk that people have thrown away.
Obviously Mark had gone to the extreme, but his lifestyle sheds light and should make us guilt of our own destruction. We've literally abandoned what nature had provided us for free and embrace human influences without realizing the mishaps.
In Africa, 500 years of western domination has had adverse effect not only to environment but also to our well-being. We have been pulling down trees in order to facilitate 'modern' housing, tilling land for damned cash crops not for our consumption and poaching valuable elephants for ivory . Interestingly all of the above depletion of natural resources satisfies our immediate needs, i.e gaining damned money; ignoring livelihood and survival of next generations.
Ironically there's no check and balance of our own actions. For many years human being has been uprooting trees without planting thus endangering the ecosystem. For example, Dar Es Salaam is the third fastest growing city in Africa after Bamako and Lagos. 40 years ago, the area stretching from sinza suburban to University Hill was a dense forest inhabiting indigenous trees that had environmental role of holding the soil in its place. In those forests, a not insignificant amount of water used to be retained on leaves, bark, and in the soil. Of course retained water used to evaporate and then feed other ecological system and thus maintained rainfall cycle. Money has greatly disturbed this environmentally friendly city that the whole area notably Sinza, Mwenge, Mlalakua, and University of Dar Es Salaam is full of residential houses, hotels, shopping mall ( Mlimani City), petrol stations, roads, and other 'modern' facilities. When it rains, much of the water rushes down the slope and is lost for good. We're not only using water but our own life too.
The World will be saved when we imitate, just a little bit of Boyle's lifestyle.

Africa needs USD93bn per year for Infrastructure- Report
Sub-Saharan Africa needs to double its infrastructure spending to $93 billion a year, 15 per cent of regional output, to drag its road, water, and power networks into the 21st century, a report said yesterday.
The research compiled by the Infrastructure Consortium for Africa ( ICA) identified the continent's woeful electricity grids as its most pressing challenge, with 30 countries facing regular blackout and high premiums for emergency power.
Despite the gulf between its target figure and the $45 billion spent now, the report said goverments could narrow the funding gap to $31 billion by making $17 billion in relatively simple efficiency gains, such as making electricity users pay their bills.
The report said that infrastructure improvements to date, mainly in telecoms, had accounted for more than half of the pacy growth rates of recent years on the poorest continent. Analysts and policymakers have tended to regard high commodity prices, debt relief and improved governance as drivers of the 5 per cent average annual growth experienced from 2003 to 2008.
But frequently blackouts and poor roads still cause headaches and unnecessary costs for business and trade, the report said.
If all sub-Saharan Africa's 48 countries caught up with Mauritius, the Indian Ocean island that leads the region in infrastructure terms, overall growth would rise by 2.2 percentage points, it added.
'In most African countries, particularly the lower-income countries, infrastructure emerges as a major constraint on doing business, depressing firm productivity by about 40 percent.''
In the power sector, Sub-Saharan Africa needs to build 7,000 megawatts of capacity a year to meet the demand of the region's 800 million people, who currently have access to the same amount of power as Spain, with a population of just 45 million.
'Power consumption, at 124 kilowatt-hours per capita annually and falling, is only 10 percent of that found elsewhere in the developing world, barely enough to power one 100-watt lightbulb per person for 3 hours a day', the report said.
In other comparisons highlighting the extent of the problems, the report said the region had less than a quarter of the paved roads found in other parts of the developing world- but three-quarters of the numbers of mobile phones.
Poor economies of scale, or lack of competition in many countries meant Africa's services costs were 'exceptionally high by global standards'.
'Whether for power, water, road, freight, mobile telephones, or internet services, the tarrifs paid in Africa are several multiples of those paid in other parts of the developed world'.
For instance, moving a tonne of goods one kilometre in Africa costs between 4 and 14 U.S cents compared to between 1 and 4 cents in other developing regions, the report said.
Africa taxpayers are funding two-thirds of the current spending, with the rest coming from outside sources, such as private investors or overseas aid. Private investment was highest in technology and telecoms, the report said.
The ICA was launched at a G8 summit in Scotland in 2005 and its members include, among others, the G8, World Bank, African Development Bank and European Commission.

MIAKA 40 YA MTANDAO;HAPA AFRIKA NGOMA YA KIZUNGU YACHEZEKA KWA TAABU!
Miaka 40 iliyopita, (1969) saa tatu usiku ya tarehe 29th October, wahandisi wa kimarekani waliochanishwa kwa umbali wa miles 400 kati ya Chuo Kikuu cha Los Angeles ( UCLA) na Taasisi ya Utafiti ya Stanford ( SRI) walijiandaa kutumiana data kati yao. Lilikuwa ni jambo ambalo leo hii tunaliona la kawaida sana, lakini 1969 lilishangaza wengi. Mhandisi mmoja wa Stanford alichapa herufi 'L' na kumpigia simu mwenzake wa Los Angeles kama alipokea herufi hiyo, mwenzake alisema kuwa herufi hiyo ilimfikia. Baada ya hapo, kilichofuata ni historia, mtandao ulipokolewa rasmi na wanadamu.
Marekani ya 1969 ilikuwa ni nchi iliyokwisha tandaza mawasiliano ya simu nchi nzima na hivyo kuwa rahisi kwa mtandao wa internet kusambaa kuanzia pwani ya mashariki( Chicago) mpaka pwani ya magharibi ( california). Tofauti na Marekani, nchi nyingi za Bara la Afrika kusini mwa jangwa la Sahara zimeingia karne ya 21 zikiwa hazina mawasiliano ya uhakika ya simu za mezani( Landline). Katika ile hali ya kupigana na ukweli halisia, baadhi ya nchi za kiafrika zinajikongoja na kuchukua hatua za kurekebisha mambo. Nchini Uganda, serikali ilichukua hatua ya kusambaza teknologia ya mawasiliano ya mtandao nchi nzima hasa vijijini ambapo kampuni za za binafsi zilishindwa kuwekeza huko kutokana na kushindwa kung'amua faida. East African ( gazeti la kila wiki la ukanda wa Afrika mashariki) linaripoti kwamba Uganda Communication Council ( UCC) ilichukua jukumu la kufikisha teknologia ya mawasiliano ya mtandao kwenye wilaya na vijiji katika juhudi za kujaza uwazi wa 'digital divide' kati ya mijini na vijijini. Bado mkakati huo umeshindwa kwani council iliyaachia uongozi wa wilaya hizo gharama za kuendesha miradi hiyo bila serikali kuwekeza kwa kina. Vile vile viongozi wa wilaya wamekuwa wakilalamika kwamba tatizo la umeme vijijini limekuwa kikwazo cha utekelezaji wa zoezi hilo.
Ili internet iweze kufanya kazi umeme ni suala lingine linalotatiza nchi nyingi za kiafrika. Tuchukulie mfano, Tanzania, ambayo hivi karibuni imekuwa katika tatizo la mgao wa umeme. Hii ina maana kwamba computer zetu haziwezi kufanya kazi panapokosekana umeme. Ingawa wadau wamekuwa wakitandaza generators kama suluhisho mbadala, bado umeme ni tatizo linatuweka waafrika nje ya ngoma ya kizungu ya mtandao. Hata hapo Tanzania inapokuwa haina mgao wa umeme, bado usambazaji wa ugavi huu haujafika nchi nzima, ni asilimia 11% tu familia za Tanzania zina umeme ikilinganishwa na 100% ya Marekani.
Elimu je,? bado rasilimali watu yahitaji kupigwa msasa wa uhakika kama kweli tunataka kukumbatiwa na dunia ya mtandao. Elimu nzuri na ya kisasa ni chachu ya maendeleo ya teknologia na maendeleo ya nchi kwa ujumla. Nina mdogo wangu aliyepo kidato cha tano ambaye hajawahi kuwasha computer. Vyombo vya habari vya Tanzania hivi karibuni vili ripoti kuwepo kwa mwanafunzi wa kidato cha tatu mkoani Arusha hasiyejua kusoma na kuandika. Ikumbukwe kwamba matumizi ya komputa hayawezekani bila kujua kusoma na kuandika!!
Miaka 40 iliyopita, miundombinu ya Marekani ilikuwa tofauti sana na miundombinu ya Tanzania. Amerika ina ukubwa wa 9,161,923 sq km, ambayo ni karibu ya mara kumi ya Tanzania yenye ukubwa wa 945087 sq km, lakini Amerika ya 1969 ilikuwa imeunganishwa na miundombinu yenye uhakika, yaani barabara, miundombinu hii ni muhimu sana katika ufanisi wa uchezaji wa ngoma ya mtandao.
Hii ina maana kwamba Amerika ya 1969 ilikuwa imejiandaa kupokea teknologia ya mtandao kwa mapana kabisa. Leo hii hapa Tanzania msafiri anayetoka Dar es Salaam kwa usafiri wa basi kuelekea mkoani Kagera anapoteza masaa 30, wakati usafiri wa ndege kutoka hapa kuelekea London ni masaa 9. Inachukua masaa matatu kutoka Tegeta ( nje kidogo ya Dar Es Salaam) kuelekea kati kati ya mji, umbali wa kilomita 28, wakati ni masaa 4 kuendesha gari kutoka Reading town ( Uingereza) kuelekea Leeds, umbali wa kilomita 265!!
Mwalimu Nyerere aliwahi kusema, ' wakati wenzetu wanakwenda mwezini, siye bado hatujafika kijijini'.
Faida mojawapo ya internet ni kuwezesha manunuzi ya bidhaa kutoka sehemu moja kwenda nyingine. E-commerce ni mbinu ya kibiashara inayotamba katika karne hii ya 21 na huko Ulaya na Amerika vitu vinanunuliwa kupitia tovuti maarufu kama vile ebay, amazon, Japanesevehicles, n.k.Matumizi ya e-commerce kwa wakazi wengi wa Afrika itaendelea kuwa ndoto kwani barabara zetu ni mbovu sana hivyo uharaka wa internet unaonekana hauna maana.E-commerce imeharakisha biashara ya wenzetu waliondelea kwa kiwango kikubwa hivyo kuwaongezea faida. Barabara za Afrika, ni mbovu zilizo na muonekano wa maandaki na hivyo kuchelewesha usafirishaji wa bidhaa. Nchini Uganda kuna utani kwamba ukimuona dereva anaendesha katika mstari ulionyooka basi huyo ni mlevi.
Hata hivyo baadhi ya nchi za kiafrika zinajitaidi kuwafikishia wananchi wake walioko vijijini teknologia ya mawasiliano kwa kutumia njia nyingine mbadala katika ile hali ya kuyashinda mapungufu ya miundombinu finyu. Hivi karibuni Rwanda imeanzisha utaratatibu wa e-bus ambapo mabasi mawili yenye vifaa vya kisasa vya mtandao yamekuwa yakizunguka sehemu za vijijini. Mabasi hayo yana laptops zilizounganishwa na mtandao, printers, na scanners, na vile vile yana generators hivyo kufanikiwa kufanya kazi hata katika yale maeneo yasiyo na nishati ya umeme. Watunga sera wa kinywarwanda wanaamini kwamba e-bus itawezesha wakulima wadogo wadogo kujua bei za mazao, kujifunza kilimo cha kisasa, kutambua hali ya hewa katika muda muafaka, na hivyo kuunganishwa kiukweli na soko la Dunia. Inaaminika vile vile kwamba wanafunzi waliopo vijijini wataweza kujifunza kwa vitendo teknologia hii muhimu ya mawasiliano hivyo kufanikiwa kuziba pengo la 'digital divide' kati ya wakazi wa vijijini na mijini.
Kwa ujumla, ingawa nchi za kiafrika zimekuwa zikipanga mipango ya zima moto! na kujaribu kukimbia na kasi ya mawasiliano, bado inatubidi tuwekeze kwa mapana katika miundombinu ya msingi, yaani barabara, simu, umeme, na elimu ya kisasa. Serikali za kiafrika haziwezi kuwaachia wawekezaji binafsi jukumu lake muhimu la kuendesha nchi zao, hasa katika suala la uwezekaji kwa wananchi wake. Mwalimu nyerere aliwahi kusema kwamba hana matatizo na sera za kibepari, bali akasema anataka manahodha wa kibepari, siyo mabepari uchwara. Hivi karibuni kumekuwa na kelele nyingi za mitandao inayokwenda kwa kasi sana, mitandao ambayo zimefaidisha wakazi wachache wateule ( elites) wa mijini badala ya kusambaa nchi nzima.

KURA YA NINI? SERIKALI NI MFU!!!
Kwa mujibu wa Waziri wa nchi anayeshughulikia serikali za mitaa, Mheshimiwa Celina Kombani namba ya waliojiandikisha kupiga kura nchi nzima ni sawa na 53% ya watu millioni 16.1 ambao serikali ilikadiria wangejiandikisha kupiga kura.
Uchaguzi umeisha salama na umefanyika katika vituo 66,136 vilivyoko katika vijiji 11,197 na mitaa 2,606 katika halmashauri 132 nchini, ambapo viongozi 279,925 wamechaguliwa katika ngazi ya vijiji na vitongoji, na 15,636 katika ngazi ya mitaa.
Chama Cha Mapinduzi, CCM kimeibuka na ushindi mkubwa ambapo kwa mkoa wa Dar Es Salaam wajumbe 34 walipita bila kupingwa ambapo mkoani mbeya wajumbe 4000 wa CCM kati ya 5,592 vile vile nao wamepita bila kupingwa.
Licha ya haya yote mimi mkazi wa Tegeta, Dar Es Salaam sikupiga kura, wala sikujua sehemu iliyokuwepo kituo cha kupigia kura.
Sababu ni nyingi lakini zaidi ni ule ukosefu wa mwamko wa kisiasa siyo tu kwa mimi kama mtanzania bali pia kwa watanzania wenzangu ambao niliwaona wakiendelea na maisha yao ya kila siku pale mtaani kwangu. Kuna waliokuwa kwenye maduka yao ingawa hii ilikuwa ni siku ya kumwabudu Mungu kwa walio wakristu, kuna niliowaona wakibeba ndoo za maji kichwani wakiangaika kutafuta maji, kwa wale wakulima niliwaona wakimwagilia michicha yao,na waangaikaji wengine niliwaona wakisukuma mikokoteni. Jirani yangu aliendelea kusimamia mafundi wanaomjengea nyumba yake. Kwa kifupi wengi hatukustuka na uchaguzi huu.
Waziri Kombani alipokuwa anazungumza na waandishi wa habari siku mbili kabla ya uchaguzi alikiri kuwepo na idadi ndogo ya watanzania waliojindikisha kupiga kura. Alisema kuwa wengi waliojindikisha ni wananchi wa vijijini ambapo 30% walijiandikisha ambapo maeneo ya mijini namba ilikuwa ya chini zaidi. Akaainisha kuwa sababu mojawapo ya idadi ndogo ya wapiga kura maeneo ya mijini ni uelewa mdogo ( ignorance) wa watu wanaofikiri kuwa uchaguzi hauna manufaa kwao. Vile vile Radio ya binafsi yenye makao yake makuu jijini Dar Es Salaam, Clouds Fm ilitoa takwimu ya watu 500,000 waliopiga kura katika jiji la Dar Es Salaam kati ya wakazi wa jijini.
Lakini mie naona ni ukweli kuwa uchaguzi hauna maana hasa kwa mtu wa kawaida kwani hakuna kitu anachoweza kujivunia kuwa ni kazi ya viongozi aliyewachagua katika uchaguzi uliopita. Wananchi hawategemei barabara zijengwe na viongozi wao hapa mitaani mwetu, wala hatutegemei kujengewa kituo cha polisi karibu na makazi yetu bila kuweka nguvu zetu wenyewe, wala hatuwaambii wajumbe wa mitaa yetu wakusanye takataka kwa niaba yetu. La hasha! wananchi kwenye vitongoji wanakosa viongozi wa kuwahamasisha, wanakosa viongozi wa kuwaongoza, viongozi watakaoonyesha njia ya kuelekea kwenye maendeleo ya kweli. Tunaliliona kwenye mitaa na vitongoji vyetu ni viongozi bubu, wasiotoa maelezo yenye tija; na tunapofika hapo nchi inakuwa inaingia kwenye mashaka sana. Viongozi wanadharaurika na kila mtu anachukua uamuzi kwendana na mazingira yake.
Katika nchi yenye mtazamo makini, wananchi wanatarajiwa kuilinda na kuitetea katiba yao, na upigaji kura ni njia sahihi ya kutimiza adhima hii. Mwalimu Nyerere ( Nyerere 1995) aliwahi kuandika kuwa wakati wote wananchi wanaweza kuitetea katiba kama wanajua wakati wote wawakilishi wao wanafanya nini kwa niaba yao. Kama hawaambiwi ukweli kinachotokea ndani ya nchi yao wananchi hawa watawezaje kuitetea katiba?
Hapa kwangu Tegeta na sehemu nyingi za Dar Es Salaam ni kila mtu na lwake! mtu anachoweza kufanya yeye kama mtu binafsi anakifanya bila kushirikishwa au kuhamasishwa na kiongozi wake wa mtaa. Ninapoamua kujenga ukuta kwenye nyumba yangu hii inamaana ninajiwekea kizuizi na jumuiya inayonizunguka. Ninapoweka simtank la maji ya ziada ina maana sitarajii na wala sitalalamika pale DAWASCO watakaposhindwa kunipatia huduma ya maji. Ninaponunua LandCruiser, na kulipitisha kwenye barabara mbovu iliyojaa mashimo mfano wa mahandaki ina maana sitarajii mwenyekiti wa serikali za mitaa kuitisha mkutano wa wananchi kujadili njia mbadala ya kuweka vifusi kwenye barabara za vitongoji vyetu. Wazungu wanasema 'Its a private solution for the public problem'
Fanon(1963, p. 119) analielezea tabaka la wasomi ambalo baadhi yao linajiingiza kwenye siasa kama ifuatavyo;
Inaonekana kwamba tabaka la wasomi halijajiandaa, wala halina uhusiano au ukaribu wa kimatendo ( practical) na umati wa watu, ule uvivu wa hili tabaka la wasomi, na uwoga wao katika muda muafaka wanapotarijiwa kutimiza majukumu yao ya kimapigano huleta hasara kubwa kwa jamii.
Hata baada ya miaka zaidi ya 40 tangia tupate uhuru, mapigano ya sasa siyo yale ya kumuondoa mkoloni, bali vita ya sasa ni kuuondoa ukoloni mamboleo unaokuja kwa sura ya utandawazi ( globarization). Lakini kama vile anavyoanisha Issa Shivji (2007) viongozi wanaoshika madaraka nchini kwetu wanaimba wimbo wa ukoloni mamboleo badala ya kuupinga wakiwa bega kwa bega na wapiga kura wao.
Kiongozi wa mtaa ninaemtaka mimi ni yule atakayetambua kuwa mipango ya ukoloni mamboleo ndiyo iliyosababisha bei zetu za mazao vijijini kushuka bei mno hivyo kulileta kundi kubwa la vijana mjini. Ni kiongozi atakayekuja na mipango endelevu ya kulipa ajira jeshi hili la vijana ndio atakayenifanya nipige kura ya kumchagua.
Kiongozi ninayemtaka mimi ni yule atakayetambua kuwa elimu inayotolewa na serikali ni afifu mno hivyo kuja na mipango inayowashirikisha wananchi wa mtaani ambao wote wanapenda watoto wao kusoma shule katika mipango ya kujenga maktaba, au shule ya kisasa.
Serikali yetu imekufa! a stateless society!!! No police, no healthcare, no fire brigade, no proper public schooling, no adequate water supply, infrequent power supply, and above all no effective leadership.
